Harrison-Leishear

Harrison-Leishear is a 258-acre parcel within Carroll County that is currently zoned agricultural and R-40,000 (1 home per acre). The Town of Mount Airy has been in negotiations with Carroll County for several years to annex the property. The town would like the property for its water and potential open space, which would pave the way for additional development within town limits. In the 2023 Comprehensive Master Plan, the Town of Mount Airy has Harrison-Leishear listed as a future annexation area with a proposed designation of Low Density Residential (R-1) and Conservation. The 2014 Carroll County Master Plan designated the property as Employment Campus.

Position Statement: The Harrison-Leishear property should be designated for low-density residential use and/or conservation zoning. The area should be utilized for much needed park space and water recharge purposes. Commercial expansion along SR-27 is highly undesirable and any development plans for this property must take into account the preferences and concerns of nearby residents.
